How to read a CQC report and what the ratings mean, 2026.

The Care Quality Commission (CQC) inspects and rates care homes in England. Learning to read a report — and not just the headline rating — is one of the most useful things you can do when choosing care.

What CQC checks

The 5 things the CQC rates England’s care regulator scores each home on: 1 Safe Protected from harm 2 Effective Care that works 3 Caring Kind and dignified 4 Responsive Meets your needs 5 Well-led Good management
Scotland, Wales and NI have their own regulators (Care Inspectorate, CIW, RQIA).

What the ratings mean

Reading the rating Good / Outstanding• Meets or exceeds standards• Reassuring, but still visit• Check the report’s date• Look at each of the 5 areas Requires improvement / Inadequate• Standards not fully met• Ask what’s changed since• A recent re-inspection matters• Not always a dealbreaker
A single rating hides detail — a "Good" home may be "Requires improvement" on one area.

Reading between the lines

In the report itself Reassuring• Recent inspection date• Consistent across the 5 areas• Positive resident feedback• Clear response to any issues Worth a question• An old report (things change)• One weak area among strong ones• Repeated concerns over time• Staffing or safeguarding flags
Always cross-check the rating with your own visit — reports are a guide, not the whole story.
Ratings can be out of date. If a report is more than a year or two old, ask the manager what has changed since — improvements and slips both happen.

They’re inspected by the Care Inspectorate (Scotland), CIW (Wales) and RQIA (Northern Ireland) instead of the CQC.
